Toilet installed correctly in China

HELP ME!

I need to get a toilet PROPERLY installed in my apartment.  It seems that the only way the chinese repair men know how to install a toilet is simply by sticking it to the ground with horrendous amounts of silicone.  I need to find a professional that understands how to properly mount a Closet Flange and seat a toilet properly!  PLEASE!!
